Chairperson of Senate of Oliy Majlis of Uzbekistan receives TURKPA Secretary General

Chairperson of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbayeva received the delegation of TURKPA led by Secretary General Ambassador Ramil Hasan, according to Parliamentary Assembly of Turkic States (TURKPA).

Tanzila Narbayeva warmly congratulated Ambassador Ramil Hasan on his election as Secretary General of TURKPA and wished him great success and prosperity for the TURKPA International Secretariat under his leadership, emphasizing her confidence in his dynamic ability to further strengthen the Assembly. She emphasized his pivotal role in the Assembly’s formation and development, noting that he stood at the origins of institutional growth of TURKPA and has consistently contributed with dedication and vision. Highlighting the shared values, culture, and traditions of the Turkic states, she underscored that these commonalities form a natural foundation for deeper cooperation across all areas and reaffirmed Uzbekistan’s strong commitment to strengthening unity within the Turkic world family. She also stressed that the Turkic world must remain united, as lasting success is impossible without solidarity.

Secretary General expressed his appreciation to Tanzila Narbayeva for warm reception of TURKPA delegation, noting that Uzbekistan and the Turkic world have been united for centuries by strong bonds. He conveyed the warm greetings of the Speakers of TURKPA member parliaments to the Chairperson of the Senate. Secretary General highlighted invaluable contributions of Uzbekistan to the Turkic world, noting its profound historical heritage and status as one of the historic centers of the Turkic civilization. He further emphasized that under the wise and visionary leadership of President Shavkat Mirziyoyev, Uzbekistan has played a highly active role within the Organization of Turkic States and continues to make substantial contributions, expressing his firm confidence that Uzbekistan will similarly make meaningful contributions to TURKPA in the years ahead.

While stressing the importance of the activity of TURKPA both on international platforms and in the harmonization of legislative frameworks, he expressed strong confidence and hope that Uzbekistan would become a full member during the Plenary Session of TURKPA to be held in Kyrgyzstan in 2026.

Ramil Hasan also provided information about the activities that TURKPA has carried out in a short period of time. Secretary General highlighted the coordination meeting held in the frame of the 23rd Autumn Session of the OSCE Parliamentary Assembly. He conveyed sincere appreciation for the participation of the members of National Delegation of Uzbekistan to the OSCE PA noting their great contribution to the success of the meeting.

Secretary General also presented the Roadmap and Report on the results of the coordination meeting and Working Plan for 2026 prepared by International Secretariat, which outline steps for protecting the national interests of member parliaments, strengthening parliamentary diplomacy, and ensuring coordinated action on common priorities. He highlighted past initiatives, including observation of the extraordinary parliamentary elections in Kyrgyzstan on 30 November 2025 by TURKPA International Election Observation Mission.

He emphasized Uzbekistan’s active policy within the Organization of Turkic States and expressed confidence that this engagement would continue within TURKPA. He noted that the officially confirmed membership of the Parliament of Uzbekistan that already actively participating in the activities of TURKPA would complete the circle of friendship uniting the parliaments of the brotherly countries.

Tanzila Narbayeva noted that although Uzbekistan is not yet an official member, both the Senate and the Legislative Chamber have been actively participating in TURKPA’s committee meetings and Plenary Sessions for many years. She highlighted that brotherly Uzbekistan attaches special importance to the Turkic States and to TURKPA.

Senate Chairperson emphasized that using the important advantages of cooperation between the Organization of Turkic States and TURKPA, such as protecting and promoting common interests, ensuring the swift implementation in legislatures of decisions adopted by the Heads of state, and applying parliamentary oversight mechanisms in cases where decisions face difficulties or obstacles in relevant state institutions would greatly support the historic policies led by the Heads of state.

She reaffirmed unwavering support of Uzbekistan for TURKPA, assuring that Uzbekistan will continue to stand firmly alongside the Assembly in all its efforts. She expressed that Uzbekistan is very proud to participate in the activities of TURKPA and highly values the Assembly’s important role in strengthening cooperation among the Turkic states.

During the meeting, special emphasis was placed on the productive engagement of Uzbek parliamentarians within TURKPA. It was mentioned that the delegations from both chambers of the Oliy Majlis regularly participate in Plenary Sessions, committee meetings and other activities of the Assembly.

Secretary General also briefed the Chairperson on his initiative to convene annual informal meetings of speakers of parliament, following the successful practice of informal summits of Heads of State, expressing that the first informal meeting of TURKPA Speakers is scheduled for April 2026 on the margins of the 152nd Assembly of Inter-Parliamentary Union to be held in Istanbul.

Tanzila Narbayeva highly assessed this initiative and underscored the importance of parliamentary speakers convening not merely once a year but on multiple occasions through such informal gatherings. She emphasized that these interactions would not only reinforce TURKPA’s ongoing activities but also contribute to the efficient and timely resolution of numerous pending matters.

Tanzila Narbayeva also expressed her support for the initiative of the Secretary General regarding the TURKPA+ format. She emphasized the importance of further developing the cooperation of TURKPA platforms with the European Union, the OSCE Parliamentary Assembly, the CIS Interparliamentary Assembly, and other relevant institutions, noting in this context that parliamentary diplomacy, as well as the role and significance of TURKPA, would come to the forefront.

Following the discussions, an agreement was reached to further strengthen cooperation between the parliaments of the Turkic states, as well as to ensure active participation in the events held within the framework of TURKPA.
