On June 23, the first meeting of the commission tasked with preparing the “2027–2030 Socio-Economic Development Strategy” and the “Second State Program on the Great Return” took place under Prime Minister Ali Asadov’s leadership. The meeting included deputy prime ministers heading working groups, government members, and relevant officials.
Prime Minister Asadov highlighted that following the 44-day war and the pandemic, Azerbaijan set strategic goals for 2021–2030 reflected in five National Priorities endorsed by President Ilham Aliyev. The “2022–2026 Socio-Economic Development Strategy” and the “First State Program on the Great Return” were adopted based on these priorities, with over 7 billion manats allocated and about 78% of tasks completed.
The First State Program’s implementation rate is around 79%, with 21.6 billion manats allocated through 2025 for restoring liberated territories. Initial construction in 15 settlements has been completed, with work ongoing in many others.
The commission established its work regulations and discussed forthcoming steps, emphasizing timely and effective implementation of presidential directives and monthly meetings of subgroups.
Prime Minister Asadov stressed that the new Strategy and Program must consider current financial realities, set realistic and measurable goals, and align with previously approved projects. Drafts will be reviewed in stages at the Economic Council.
Following the presidential decree of May 30, 2025, the Cabinet was instructed to prepare these documents within nine months. A commission chaired by the Prime Minister was formed on June 18, 2025, with two working groups led by Deputy Prime Ministers Shahin Mustafayev and Samir Sharifov. Nine subgroups work on the Strategy, and four on the Great Return Program.
Aligned with the “Azerbaijan 2030” National Priorities, the focus remains on sustainable socio-economic growth, attracting foreign investment, improving the business climate, boosting technological capacity, and ensuring the sustainable return to liberated territories.
